Port Regulator
The Regulatory Department of the Cyprus Ports Authority is responsible for the implementation of Laws, Regulations, Directives and Circulars concerning the management and operation of the Ports on matters such as:
- Vessel Traffic Services (VTS)
- Regulation and control of the handling and storage of goods
- Handling of explosives and other dangerous cargo
- Security and protection of port operations / businesses including the ISPS Code
- Health & Safety
- Environmental issues related to port operations
- Navigation, towage and mooring regulations
- Certification of pilots
- Emergency plans
- Audits and inspections for compliance purposes
- Manage and resolve complaints in matters falling within the competences of the Department
- Sanctions mechanisms
It is responsible for preparing and submitting suggestions for new or amendments to current Port Regulations, Decrees, Instructions and Circulars on issues related to the management and operation of the Ports, taking into account relevant international requirements, trends and good practices as well as Laws and Regulations of other competent Authorities of Cyprus.
Communicates with Ministries and other Public Authorities and Services responsible for regulatory issues, as well as other organized entities related to the management and operation of the Ports.
It collaborates with other Departments, Directorates, Services, port operators and users to develop and implement emergency plans.
In general, the Regulatory Department has the supervisory role for the proper operation of all Cyprus ports.
